Hosted by Barcelona, on 16 June, from 11.00-13.30 EUROCITIES working group on housing is meeting online! The meeting of the WG housing has a special guest – the Member of European Parliament Ms. Kim van Sparrentak, rapporteur on EP’s report on ‘Access to decent and affordable housing for all’. The working group housing has now the opportunity to enter in a direct conversation and share the concerns that cities have on affordable housing.

Context

Housing is now more important than ever. The coronavirus pandemic has highlighted the pre-existing challenges that Europe was facing in terms of shortcomings on housing policies while creating further difficulties for vulnerable groups and household that were facing overburden housing costs. Housing affordability is one of the urgent issues that needs to be dealt with in order to mitigate long-term negative impact and limit the potential of becoming one of the drivers of raising inequalities.
 
Cities have shown the commitment and very fast reaction to support people in need. They have taken different urgent measures in the public and private housing sector like freezing rents, extraordinary resources for the homeless, coexistence protocols for residents of public housing, rent and mortgage payment, suspension of evictions and community support or mediation measures for social housing tenants and for other vulnerable groups such as the elderly, people with functional diversity or single-parent homes.
 
For a long-term approach, cities are looking into new methods and innovative ways to address the affordability of hosing, social cohesion and community belonging. They are searching for schemes that are going beyond the provision of housing. One of the models to be explored by cities is the emerging co-housing practices. The cities are looking into the possibility of an EU project proposal based these practices as a mechanism to address affordability and post- COVID challenges.

Objectives

The working group housing has now the opportunity to enter in a direct conversation with the member of the European Parliament in charge of the report on ‘Access to decent and affordable housing for all’. They will also hear about the housing opportunities in the Green Deal, the Renovation Wave and the new Multiannual Financial Framework.

In the second part of the meeting the participants will engage in an exchange on emerging co-housing models in EU cities. Barcelona is looking into the possibility of an EU project proposal based these practices as a mechanism to address affordability and post- COVID challenges. Interested partners and ideas will be discussed during the meeting.

 The meeting will give the online space for:

  • Engage in an open dialogue with the MEP Kim van Sparrentak the rapporteur of the EP’s ‘Access to decent and affordable housing for all’ report
  • Hear about the ‘Common declaration of housing authorities of Barcelona, Paris and London
  • Get informed about the latest updates from EU level and EUROCITIES, as well as on our WG priorities and activities in 2020
  • Cities’ emergency housing measures taken during the confinement – presentation of ‘#2Report Housing Responses to COVID crisis and potential post-recovery measures’
  • Discussing about the potential of an EU project on ‘emerging models of cohousing in European cities- showcase of practices and brainstorm of ideas.
